AMANI AFRICA II FTX underway in South Africa, October – 2015

Ambassador Smail Chergui, Commissioner for Peace and Security, African Union Commission, formally inaugurated the AMANI AFRICA (AA) II Field Training Exercise (FTX) at Lohatla, South Africa, on 19 October 2015.

The AA II FTX is an AU exercise seeking to fulfil the mandate set out in the AU Roadmap III of the African Standby Force (ASF) June-December 2015.  It involves the ASF as a whole, but based on SADC as the lead region and supported by South Africa that is providing Host Nation Support (HNS).

The overall objective of the exercise is to validate the capacity of the AU to mandate, deploy, and employ the ASF-RDC as a start-up operation, and to, subsequently, run a full multidimensional Peace Support Operation (PSO).

The requirement for the exercise is to evaluate the ability of the AU to mandate, deploy, manage, sustain and recover, first: a Scenario 6 Rapid Deployment Capability (RDC) under article 4 of the Constitutive Act; and, second, to expand the deployment by mandating a Scenario 5 AU Mission.  In effect, this would evaluate whether the ASF has achieved Full Operational Capability (FOC).

AA II will exercise three levels of command: Strategic, Operational and Tactical, by exercising the ASF against two out of the six ASF Mission Scenarios, namely: Scenario 6, the deployment of a Rapid Deployment Capability (RDC) to stabilize a grave situation; and Scenario 5, a full deployment of an AU multi-dimensional Peace Support Operations (PSO) mission. In effect, the exercise would evaluate whether the ASF has achieved Full Operational Capability (FOC).

APSTA is participating in the AA II FTX largely through the involvement of up to six selected experts from Member Institutions within the Evaluation Team, with the APSTA CEO serving as the Deputy Head Evaluation.
